The Discussion of PC(USA) Identity And Musings On An “Ecclesiastical Hackathon”

About a month ago the Moderator of the 221st General Assembly of the Presbyterian Church (U.S.A.), Heath Rada, issued a “Call to the Church” to rethink what the PC(USA) should look like and in doing so build trust within the church.  This started the wheels in motion for a discussion in the denomination about what the identity of the PC(USA) is now and what it should be. Specifically he said in his remarks:

It became apparent [within a small task force on mission funding] that we all believed a painful situation existed [in the PC(USA)] and for anything significant to be accomplished we must find ways for that trust to be restored. It was felt that our denomination needed to explore these matters in depth and that I should announce a CALL TO THE CHURCH to help in addressing them.

The statement goes on to list five areas of importance, from the church’s changing place in the wider culture to the theological institutions to the urgent need for action. And with that the statement outlines five steps to take but at multiple points emphasizing the need to involve all levels of the church.

In a follow-up article in the Presbyterian Outlook he updates us on the response he has gotten and what next steps might be. While some are a bit further off – specifically part of the preparation for the 222nd General Assembly – other steps were being implemented quickly. This past week we saw the first of those and that is a survey opened up by Research Services to gather input from the full breadth of the PC(USA). You are encouraged to “Join the Conversation” and you have until November 13 to respond on that survey.

Another step is the announcement of two Twitter chats with the Vice-Moderator of the 221st General Assembly, Larissa Kwong Abazia (@LarissaLKA). The first chat begins this afternoon at 6 PM EDT (3 PM PDT) and will use the hashtag #pcusaidentity. The second chat is on Thursday November 12 at 9 PM EST (7 PM MST).

In reading that follow-up article a few things jump out at me. One is that the responses include “groups…wanting to be part of the conversation.” So must a group come forward to be included? Another is that Office of the General Assembly and Research Services will be the ones surveying the church and figuring out how to initiate discussions. It struck me that groups and offices in the national church seem to be headlining what looks like an institutional response. This is no surprise since at one point in the initial Call Moderator Rada wrote:

Again let me state the obvious. Someone has to take a lead. I am asking that the denomination affirm and actively participate in the COGA process which is getting ready to be unveiled and which will undertake the massive task of assessing the church’s will (in accordance with God’s will) concerning who and what we need to be as a denomination.

An interesting article three weeks ago takes a very different approach…

The Presbyterian Outlook published an op-ed piece by Deborah Wright and Jim Kitchens titled “An Open Letter to Moderator Heath Rada: What if . . . we held an ecclesiastical hackathon?

As Presbyterians you have to love the idea, but more on that in a moment.

Their idea is an open call and competition where people form teams of six individuals and come up with their ideas about what the PC(USA) should look like or be doing. As they say:

Game theorists radically believe that the solutions to tough social problems reside in the players. Adaptive Change theorists believe deep challenges of uncharted territories must find solutions in unknown corners. Positive Deviance theorists act on the notion that the village has the answers, if one only looks to the fringes. What if this once – instead of committees and task forces and hired expert consultants – what if . . . we bucked up our Reformed theology and went looking for our unheralded prophets out there, trusting God to provide!

The idea is that a set of “rules and tools” would be issued by the Presbyterian Mission Agency Board (PMAB) and any group of six members of the PC(USA) would have a few months to assemble a team and present a plan, solution, strategy, what ever was being asked for.

A number of theological and polity positives jump out at me here. As the authors emphasize, we are a priesthood of all believers. Why should we let the brains at OGA and PMAB have all the fun with this. The Reformed community should be the specialists at crowd sourcing as we believe decision making and the corresponding mission are to be done at the lowest applicable level and our structure is supposed to allow the most people and those with particular gifts for the situation to be involved.

It is arguable whether groups of six are theologically supported here – seven is a more spiritual number or we could just think of two groups of six making twelve. But in our church history it was the group of the “Six Johns“, led by John Knox, that over four days wrote the Scottish Confession of Faith of 1560. Not exactly a hackathon since they were the only group working on it but still a model of a group of six that worked quickly to produce a product that changed history.

Now looking at this proposal I do cringe a little bit to see that the process is directed by the agencies at the top. They are the existing coordinating bodies after all and in a position to be able to do this so there is a solid rational for this. But let’s think a bit outside the box here.

What if we thought about this a bit more as a crowd sourced or grassroots project and tried to find another point to run this from. What if the responsibility were devolved to someplace in the church that is actively doing something like this, such as the 1001 New Worshiping Communities group? Or maybe an existing recognized affiliated body like the NEXT Church group or the Presbyterian Outlook board. Or maybe something completely different like a joint steering group made up of members of the Covenant Network and the Fellowship Community? Or a really radical thought: Just go for it!

The idea would be for groups that wanted to get involved to brainstorm changes and then send it to the next General Assembly from the bottom up. Get your group together and then take the idea to your two or three nearest presbyteries for endorsement as ascending overtures so they will be considered as business in Portland. If this hackathon concept is taken seriously maybe one of the commissioner committees at GA could have the responsibility for reviewing these and helping the Assembly to think in new ways. And remember, the deadline for proposed Book of Order changes is February 19, 2016, and for overtures with financial implications it is April 19, 2016.

So there you have my riff on the hackathon idea. I don’t think this is too far off from the ideas Landon Whitsitt discussed in his book Open Source Church. And remember, the hackathon – or whatever you want to call it – concept has two purposes: One is discussed above as a model for drawing more fully from the wisdom and knowledge of the whole group. The other is to involve more people in seriously visioning and thinking about the problem and empowering them to do something about it so they have ownership of situation. This is not answer a survey or participate in a guided discussion sort of thing. The idea is to empower any interested member to dive into the details, inner working and think about the problem at the deepest levels. Where it may go we don’t know so this certainly could be a “stay tuned” moment for the PC(USA).

43rd General Assembly Of The Presbyterian Church In America

01645A81-A5D8-4EB1-9E4C30D14028D307The 43rd General Assembly of the Presbyterian Church in America will convene their plenary sessions tomorrow evening, 9 June, in Chattanooga, Tennessee. Committees of Commissioners began meeting today. The Assembly will continue through noon on Friday. The theme of the Assembly is “Anchored in Christ. Active in Culture.” The meeting will be live streamed and they have their GA app available for several platforms to follow along. There is also a ShareFile! app there for registered commissioners to download reports and other documents.

While the full volume of reports is available only to commissioners, the docket and overtures are available on line. [Tech note to the GA organizers – you might want to change the title in the GA docket PDF properties so it no longer says 40th General Assembly.] To track the polity of the PCA you can access the Book of Church Order online.

News updates will be posted through the official news website and online publication byFaith.

Turning to social media, you will probably want to keep an eye on the byFaith Magazine Facebook page. There are numerous opportunities to follow the meeting on Twitter including the official feed from byFaith (@PCAbyFaith). There is also a feed for the Reasoning_Together (@PCA_Elders) program. The hashtag for the Assembly is #pcaga.

Other related Twitter accounts include Reformed University Fellowship (@RUFnational) and the Mission to North America (@pcamna) (There is also PCA Christian Ed (@pcacep) but it appears pretty inactive.) I would also include in this group Covenant College (@CovenantCollege) which is hosting an event during the Assembly.

Individuals who will be at the meeting and are, or will probably be tweeting include Fred Greco (@fredgreco), Ligon Duncan (@LigonDuncan), Sean Michael Lucas (@SeanMLucas) and Jemar Tisby (@JemarTisby) and his Reformed African American Network (@RAANetwork). Having included one organization there I will also mention Presbyterian and Reformed Publishing (@prpbooks) and Reformed Theological Seminary (@ReformTheoSem). Let me also include Allan Edwards (@edwardsae1) who, after last year’s success with the Bingo Card, has offered the Selfie Scavenger Hunt this year using the hashtag #PCAGAselfie. And finally, I have previously been advised by @PCAPresbyter himself that all you really need to do is follow him. He will certainly enlighten your tracking of PCA GA in his own inimitable way. 🙂

Concerning the overtures to this GA, byFaith Online has an article that covers the “most substantive” of the ten overtures before the Assembly. In addition, Benjamin Shaw, who blogs as the gptsrabbi, has done good rundowns of these overtures as well:

  • Overture 1 – At the present time the decisions of judicial commissions must be affirmed by the governing body it is a commission of. This overture provides the option for a judicial commission to have the final decision on a case as is the case in some other Presbyterian branches.
  • Overtures 2 and 9 – One of the overtures that caught my attention as they ask for a study committee to consider the meaning and scriptural precedent for the Westminster Standards’ prohibition of “recreations” on the Sabbath.
  • Overture 3 – Proposes changes to the parental promises in the baptismal vows. There is another thoughtful discussion of this overture at Green Baggins.
  • Overtures 4, 5, and 6 – Changes to presbytery boundaries and creating two new presbyteries
  • Overture 7 – Would change the rules of ecclesiastical trials so that the defendant could be forced to testify. That is, they could not “take the fifth.”
  • Overture 8 – Would change the BCO regarding giving up ordained office if an officer does not have a call. Currently, for teaching elders, they may be removed from the office by a 2/3 vote of presbytery if they have been without a call for an extended period. The overture would make it automatic if they have been without a call for three years although the presbytery may continue them in the office for a year by a majority vote. Similar terms would apply to ruling elders and deacons.
  • Overture 10 – Memorial to Teaching Elder John Wayne King

In a programming note – This will be the busiest week of the year for Assemblies with six that I know of convening in the next few days. Please bear with me as I try to get summaries of each of them posted.

Overtures To The 141st General Assembly About Changing Ordination Standards In The Presbyterian Church In Canada

Coming up later this week the 141st General Assembly of the Presbyterian Church in Canada will convene in Vancouver. I don’t think it is an exaggeration to say that this Assembly meeting will be dominated by overtures and discussion directly focusing on ordination standards related to those in active same-sex relationships. While I will do a broader preview of the meeting in a couple days, here is a more detailed look at the background and business before the Assembly on this particular issue.

It is useful to realize that while ordination standards, and specifically those standards related to individuals in same-sex relationships, have been a hot topic for a while in a couple of Presbyterian branches, for the last couple decades it has been much more of a background issue for the Presbyterian Church in Canada (PCC). That has been changing quickly over the last few months.

The current discussion has its roots in the 1984 General Assembly when the Assembly asked for a Statement on Homosexuality which was presented to, and adopted by, the 1985 General Assembly. But to go along with that a study was requested and approved by the 1985 Assembly. It was presented to the 1992 Assembly which approved it and sent it down to the presbyteries. The final version was accepted by the 1994 General Assembly (page 251). The first two parts are available within a study guide prepared later.

The report deals with a number of issues regarding human sexuality but as regards homosexual relationships it follows the church’s doctrine and comes out against them:

6.20 Is homosexual practice a Christian option? Our brief, exegetical review of biblical texts set within the broader biblical perspective on our vocation as sexual beings leads us to say `No’. Committed heterosexual union is so connected with creation in both its unitive and procreative dimensions that we must consider this as central to God’s intention for human sexuality. Accordingly, Scripture treats all other contexts for sexual intercourse, as departures from God’s created order.

One individual resigned from the committee that drafted the study and four more recorded their dissent.

At the same Assembly where this study was accepted the Assembly was already dealing with a specific case. Mr. Darryl MacDonald was serving as a supply minister at St. Andrew’s Presbyterian Church in Lachine, Quebec. The church applied to the presbytery to ordain him and the presbytery approved and he was ordained. The decision was appealed to the General Assembly by 13 members of the presbytery and a nine-member investigating committee formed. With a slim five-member majority the committee recommended to the 1996 General Assembly that his ordination call be nullified. By a wide margin the Assembly approved the committee recommendations including that his certification for interim work be revoked as well. Presented with the request to come into compliance with the order of the General Assembly the church chose instead to sever ties with the denomination. There was another appeal to the 1998 General Assembly to at least allow Mr. MacDonald to preach in Presbyterian Churches. The Assembly reaffirmed the 1996 decision and stated that the revocation of the certificate was complete and he could not lead worship in the Presbyterian Church in Canada. Ultimatly, St. Andrew’s joined the United Church and Mr. MacDonald was accepted as a minister in that denomination which had not barriers to ordination. In 2012 a petition was sent to the General Assembly pointing out that other United Church ministers could freely preach in Presbyterian pulpits and the force of the earlier Assembly decision meant one United Church minister in good standing in that denomination was singled out for exclusion. A special committee was formed and the Assembly concurred with that committee’s recommendation that the restriction should be lifted. The article in the Presbyterian Record quotes the committee convener:

“Accepting the petition removes an anomaly that only one ordained minister in a sister denomination is prohibited from preaching as a guest in one of our congregation’s pulpits,” said David Kilgour, a commissioner from the Presbytery of Ottawa and convener of the special committee.

So that brings us to the recent developments. Since the 140th General Assembly a number of overtures from presbyteries and church sessions around Canada have been submitted for consideration by this year’s Assembly. The lead overture is #4 from the Presbytery of East Toronto titled “Full inclusion in the church of persons regardless of sexual orientation and gender identity.” By my count there are six additional overtures that are concurring or similar in wording and intent. In response there was a flood of overtures that began with #6 from the Session Of Kortright, Guelph, Ontario titled “Affirming the Statement on Human Sexuality (1994).” There are a total of 13 of these or similar overtures. Beyond that there is an overture (#15) to encourage listening within the church on this subject, another (#16) to set up a process for dialogue about the issue and another (#29) to have the Church Doctrine Committee “review how The Presbyterian Church in Canada has formerly addressed the issue of homosexual relationships, and in particular to study the traditional exegesis of the biblical texts that speak to this issue, alongside the various revisionist readings of those texts that have been suggested in recent decades.”

In total, there are 24 overtures out of all 37 submitted to this Assembly that deal with human sexuality. You can find all the overtures at the end of the reports volume beginning on the 471st page of the volume.

One detail that might be a point of major discussion in this work, and which is the point of the one memorial submitted to the Assembly, is whether the act is a declaratory act and takes effect immediately or if it will need to be sent down to the presbyteries under the Barrier Act. The memorial and the overtures affirming the 1994 report request that any changes be sent to the presbyteries. The overtures requesting full inclusion ask for a declaratory act. In a parallel discussion the Church of Scotland just spent some time in a similar discussion and decided to send it to the presbyteries. On the one hand that is always a safe call, and from my sense of polity, if the PCC approves more inclusive language I would argue that it should go down to the presbyteries under the Barrier Act just as the Church of Scotland action did last year. However, I do disagree with the Kirk’s action this year as the action it took was more in the line of an adjustment to last year’s act to bring it in line with the new civil environment and not a brand new action so presbytery concurrence is not necessary.

One more interesting overture in here is the very last one, #37. It asks for a gracious dismissal policy for churches to leave the denomination, implicitly suggesting that particular churches might want to break with the PCC if the Assembly decides to change the ordination standards. As a polity note, and since the PC(USA) action is specifically mentioned, I would point out that the PC(USA) General Assembly action was to encourage presbyteries to have gracious dismissal policies resulting in a large number of various local policies and not a uniform national policy.

Now here comes the “hold onto your hat moment.” None of the actions respectfully requested of the Venerable the 141st General Assembly may happen, at least this year. Faced with this groundswell on both sides of the issue a special process is being proposed. Here are a few excepts from a Presbyterian Record article about the background:

Eighteen sessions and six presbyteries have filed overtures for discussion at this year’s General Assembly on the issue of human sexuality. This volume of response is without precedence in the Presbyterian Church in Canada.

“I went through the Acts and Proceedings from 1960 to 1966, the years before the ordination of women was approved,” Rev. Stephen Kendall [Principal Clerk of the General Assembly] told the Record. “There were three overtures on that issue.”..

The overwhelming response has prompted Kendall and his team at the Clerk’s office to proceed a little differently from previous years. All of the referred overtures have been sent to Committee on Church Doctrine and to Justice Ministries for review, so they can prepare themselves for the inevitable debate…

Three Presbyterian educators—Dale Woods, Principal of Presbyterian College, Montreal; Patricia Dutcher-Walls, Professor of the Hebrew Bible, Vancouver School of Theology; and, Kevin Livingston, Associate Professor of Pastoral Ministry, Tyndale Seminary, Toronto—have been asked to prepare a facilitation process on human sexuality. Time on the assembly agenda has been designated for these discussions. “Assembly should be a safe place for conversation,” said Kendall. Several blocks of time have been allotted to ensure voices are heard and ideas are shared.

“Assemblies are places of discernment and when we’re actually there together we will have the opportunity to do just that.”

In summary, the special facilitation process being proposed would defer decisions on the overtures until the whole church has had a chance to talk about them.  It would begin with discussions among the Assembly commissioners and spread to the wider church in the coming year. The recommendations also come with a reading list. (It will be interesting to see if Kevin DeYoung’s brand new book gets added to that list.) Here are the specific steps (slightly edited) being proposed which the commissioners would have to accept (the Recommendations begin on the 158th page of the Reports Volume):

  1. That the General Assembly move into a committee of the whole for up to two sessions of a facilitated process to discuss the issues addressed in the overtures concerning human sexuality and our church’s response to them. The Saturday session would be “Listening Circles” around the tables and the Sunday session would be “Praying Circles.”
  2. That notes of the conversations during the facilitated process be submitted to the Committee on Church Doctrine and the Life and Mission Agency Committee (Justice Ministries) to assist those committees as they prepare their responses to these overtures for a future General Assembly.
  3. That the Committee on Church Doctrine and the Life and Mission Agency (Justice Ministries) confer throughout the coming year as each continues the work of responding to the overtures referred to them.
  4. That the church (congregations, sessions, presbyteries, synods and standing committees) be encouraged to engage in a year of conversation and discernment on the topics of human sexuality, sexual orientation and other related matters raised in the overtures.
  5. That the Committee on Church Doctrine and the Life and Mission Agency (Justice Ministries) prepare a joint study guide on sexual orientation to be posted on the church’s website by the end of October, 2015.
  6. That the above be received as the interim response from the Committee on Church Doctrine and from the Life and Mission Agency (Justice Ministries) regarding our church’s response to sexual orientation today.

So if the recommendations are accepted there would be the start of significant discussion but limited debate about these issues at this General Assembly and recommendations would be returned from the Committee and the Agency to the 142nd General Assembly.

We will see what the will of the Assembly is regarding the overtures and the proposed process. As this develops you will probably find discussions on Facebook on the Presbyterian Record page as well as page of Canadian Presbyterians for the Ordination of Gay and Lesbian People.

So there is the background, the overtures and the recommendations for the Assembly to consider later this week. As I said, I will have the broader preview in a couple of days, but right now, Belfast is calling

PC(USA) Passage Of Amendment 14-F: Reaction

Word has quickly spread through the Presbyterian Church (U.S.A.) this evening that Palisades Presbytery on a voice vote approved Book of Order Amendment 14-F making it the 86th presbytery to do so. While unofficial, everyone – and as you will see in a minute I do mean everyone – has taken this vote to mean that the amendment has reached the majority mark for the passage of the change to the Directory for Worship section W-4.9000 changing the definition of marriage.

There has been official reaction with three resources being added to the PC(USA) Marriage web page. These include a video statement from the Stated Clerk, Gradye Parsons, a letter from GA Moderator Reda and GA Vice Moderator Kwong Abazia, and an Advisory Opinion regarding the new wording. In the letter from the Moderator and Vice Moderator they encourage presbyteries to keep discussing and voting:

Though we know that this amendment received the necessary majority for approval, we encourage the congregations, presbyteries, and synods of the Presbyterian Church (U.S.A.) to continue to be in conversation about marriage and family. We hope that such “up/down” voting does not mark the end, but the continuation of our desire to live in community; a partnership that requires prayer, the study of Scripture, listening to and with one another, and a dedication to partnership in the midst of our diversity of opinion. The change will go into effect with the other changes to the Book of Order on June 21, 2015.

The Presbyterian Outlook has an article posted with reaction from both sides. In addition, related groups on both sides have issued statements. The statement from the Covenant Network Board says they are grateful for the passage of the amendment and that with its passage “our denomination steps forward into a new chapter.” The statement concludes by looking forward:

As an organization, we are deeply committed to helping the church live joyfully and peacefully into this new and more inclusive day. Our national Covenant Conference will focus on these issues this fall, with dates and location to be announced soon. We are in a season of discernment about the goals and objectives that will guide our work in the coming years and look forward to sharing more in the next few months.

Similarly, the statement from the More Light Presbyterians also praised the result and said “This vote is the culmination of decades of selfless service by so many people.”

While nothing is posted on The Fellowship Community web site, its executive director, Paul Detterman, is quoted in the Outlook article as saying “I’m saddened by the passing of the amendment. I think we are listening to each other rather than listening to Scripture and the voice of God through Scripture . . . We’ve eroded some of our ability to stand on the teachings of Scripture by this vote.” (ellipses in article)

And the Presbyterian Layman has an article posted with this quote from the president of the Presbyterian Lay Committee, Carmen Fowler LaBerge:

“The passage of the amendment is further indication of the erosion of Biblical fidelity within the PCUSA. There is nothing new to say in response. Just as we repudiated the action of the General Assembly in issuing the Authoritative Interpretation we now stand in firm opposition to the passage of this amendment to the denomination’s constitution.”

I will stop there tonight but there is plenty of verbiage out there about the vote from individuals, presbyteries and news outlets.

At this point I am going to let the data point accumulate a bit more before doing any more analysis of the voting trends. So back in a few weeks with that.

Top Ten Presbyterian News Themes Of 2014

As we close out this eventful year I will once again join the numerous sources putting out top ten lists for the year that was. And as in past years my primary focus will be on stories, or themes, that were seen across multiple Presbyterian branches with a few more selective ones thrown in.

General Assemblies and Same-Sex Relationships

This was probably the top news theme of the year: The Church of Scotland GA sending to the presbyteries, and the presbyteries approving, language for churches to opt-out of the traditional standards. The Presbyterian Church (U.S.A.) 221st GA approving language to redefine marriage in its Book of Order and it appears on path to approval in the presbyteries. The Presbyterian Church of Aotearoa New Zealand approving a change to their Book of Order to prohibit same-sex marriages. And momentum is building around an overture to the next Presbyterian Church in Canada GA that would remove the prohibition against ministers being in a same-sex relationship.

Seminaries

This was a category that really caught my attention this year but which I have yet to write up in detail. In any year there is interesting seminary news, like Doris J. García Rivera’s installation as president of the Evangelical Seminary of Puerto Rico. But this seemed to be a year with more initiatives than normal.

These included the reorganization of the Free Church Seminary as the Edinburgh Theological Seminary. There was also the new joint initiative between Reformed Theological Seminary and Redeemer Church in New York City.

More radical seminary initiatives include a non-accredited communal seminary associated with Church of All Nations in Minneapolis and San Francisco Theological Seminary has launched a Center for Innovation in Ministry with a workshop on the theology of video games.

But the one that I have found most interesting is the Redesigned Master of Divinity Program at Fuller Theological Seminary. Fuller listened to their alumni and launched a new program which is described in part like this:

Many graduates can no longer count on traditional systems to create jobs for them. They will have to invent new ways to minister. Our reshaped curriculum is designed to prepare students with entrepreneurial skills.

One of the interesting things about this new initiative, and Fuller in general right now, is the prominence of Presbyterian leadership. In addition to Mark Labberton becoming President last year, the initiative is under the oversight of Scott Cormode, the Academic Dean. Behind the Vocation and Formation part of the initiative are some well-known Presbyterian faces that include Tod Bolsinger, Steve Yamaguchi and Laura Harbert.

Congregations Switching Branches

The moves between branches continue with the PC(USA) once again transferring more churches than it closes. And in the Church of Scotland there has been a slower, but noticeable, departure.

The other interesting movement is churches moving from the Reformed Church of America to the Presbyterian Church in America. Last Spring one of the flagship churches, University Reformed Church, voted to transfer. This fall five churches in Illinois have also voted to make the move.

Fossil Fuel Divestment

The General Assemblies of both the Presbyterian Church (U.S.A.) and the Presbyterian Church of Aotearoa New Zealand considered this issue. In the PC(USA) the Assembly did not approve an outright divestment but referred it to the Mission Responsibility Through Investment Committee for further consideration. The PCANZ instructed their Property Trustees to divest and recommended that individual churches do likewise.

Independence Referendum in Scotland

The Church of Scotland was prominent in the time leading up to the Scottish Independence Referendum with an open session at their General Assembly that presented a variety of voices on the subject and further national and regional level gatherings leading up to the vote. Following the vote there was a service of unity hosted by the Kirk.

The Free Church of Scotland also held a session at their General Assembly and issued their own material providing viewpoints on Independence.

Property

For the Presbyterian Church (U.S.A.) this was certainly a hot topic with a GAPJC decisioncivil legal challenges, settlements and high-valued negotiations. For this post the full extent of the property news is left as an exercise for the reader but there are still a lot of open questions and at the moment there seems to be momentum in favor of the hierarchical church.

Another property news item is the Greyfriars Church in Port of Spain, Trinidad. The historic structure was sold to a developer and it’s future is uncertain. Some preliminary demolition has begun and efforts are underway to try and preserve it.

PC(USA) Ethics Investigation

In a still developing story, it was revealed that four PC(USA) church development employees associated with Presbyterian Centers For New Church Innovation were the subjects of an internal ethics investigation for not following policy in setting up an outside non-profit corporation to facilitate distribution of 1001 Worshiping Communities funds. Initially there were administrative actions taken but as the story grew the four were placed on administrative leave and an outside law firm brought in to conduct an independent investigation. At year’s end it was decided that firm had a conflict of interest and a new firm was chosen.

Israel-Palestine Actions

The other hot topic leading up to the PC(USA) General Assembly was issues around Israel-Palestine. At the previous GA a proposal for divestment from three companies who profited from Israel’s occupation of Palestinian territory failed by a very narrow three-vote margin. The proposal was returning to this GA. In addition, a PC(USA) affiliated group, The Israel/Palestine Mission Network, (IPMN) issued a controversial study guide Zionism Unsettled that questioned Israel’s character and identity. While IPMN does not speak for the PC(USA) the study guide was sold by the official Presbyterian Distribution Services making the distinction fuzzy in many minds. In addition, there was some advanced controversy when the commissioner chosen to moderate the related commissioner committee was asked to step down because a number of people questioned his impartiality.

The 221st General Assembly did approve the divestment proposal by a slim seven-vote margin, but the action also encourages ecumenical dialogue in the region and affirms the denomination’s commitment to Israel and the peace process.

The Presbyterian Distribution Service dropped Zionism Unsettled shortly after the Assembly and it is now available on the IPNM web site. However, studies around this topic are available on Thoughtful Christian.

Women’s Ordination and Related

The religion gender issues news this year was dominated by the Church of England and the completion of the process to have women serve as bishops. In fact, in Presbyterian circles it was a very quiet year for complementarian/egalitarian discussions, which in itself is probably news.

The one big item is the decision by the Mizoram Synod conference to reject a long-standing request from Kohhran Hmechhia, the Women Ministry of the Presbyterian Church, to ordain women theologians.

In another story, history was made when Michael Barry and Liz Hughes tied in the first round of voting for Moderator of the General Assembly of the Presbyterian Church in Ireland. Rev. Barry was elected in the second round by one vote over Rev. Hughes and a third candidate, Rev. McNie. This was the strongest showing that a female candidate has had in the election.

Death of Ian Paisley

Among several notable deaths in the Presbyterian community, the death of Ian Paisley stands out for his iconic status in both Northern Irish religion as the leading founder of the Free Presbyterian Church and for his important roll in politics and reconciliation in Norther Ireland.

And a couple of other Presbyterian-ish stories

Knox 500

While the date of birth of John Knox is not known with certainty, the best information suggests that it may have been in 1514 making this the 500th year of his birth. This was marked by the Knox 500 Conference in Edinburgh as well as the making of a documentary about him titled “Give Me Scotland.”

Not your typical religion news story but a very important archaeological discovery involving the Kirk and a couple of its ministers as well as a metal detectionist.

And let me take a moment to throw in two transitions: The retirement of Jerry Van Marter after over 26 years with the Presbyterian News Service and Jack Haberer stepping down from the helm of the Presbyterian Outlook to return to parish ministry. Best wishes to both in their new settings.

And those are some of the highlights of 2014. Now as we look ahead to 2015 – and many of my friends around the world are already there or now busy celebrating Hogmanay – I wish all of you a very Happy New Years and best wishes for the coming year.

Church Of Scotland Ordination Overture Results And Reaction

Almost all of the presbyteries in the Church of Scotland have now voted on the overture from the 2014 General Assembly related to ministers in same-sex relationships and it is clear that the overture has gotten strong approval from them.

While this is a major hurdle it is important to keep in mind some of the fine details. First, it is not final until the 2015 General Assembly takes a look at it and adds its concurrence. Considering the margin with which it passed the 2014 Assembly and the number of presbyteries that gave approval it would seem reasonable to expect the next Assembly to also approve it. But we need to keep in mind that at the moment the process has not been completed.

The second item to remember is that this overture does not change the official stance of the Kirk but only provides a mechanism for individual churches to depart from that stance in the ordination and installation of officers should the need arise.

And the headlines, even from the official publication Life and Work, are a bit inaccurate in that gay clergy have been permitted if they were celibate, but the overture proposes new policies for partnered clergy in same-sex civil unions.

One important aspect of this vote to keep in mind is that the margin among the overall votes cast is much narrower than the presbytery vote. Of the 46 presbyteries it is being reported that so far 28 have voted yes and 11 have voted no on the overture. That is a 72% yes vote. But if you look at the total from the presbyters, it was 1253 yes and 1006 no, a 55% to 45% split.

As the results were spreading through the news media the last couple of days the group Forward Together, a Church of Scotland affinity group opposed to the proposed polity changes the overture would bring, announced their new initiative — the Covenant Fellowship. Their Statement begins:

We believe that the Church of Scotland is moving away from its roots in Scripture and the Westminster Confession of Faith. We believe that the time has come for the creation of a ‘Covenant Fellowship’ within the Church. This Covenant Fellowship will draw together those who believe that the Scriptures, in their entirety, are the Word of God and must provide the basis for everything we believe and do. Our vision is nothing less than the reformation and renewal of the Church of Scotland, in accordance with the Word of God and by the empowering of his life-giving Spirit.

The Church of Scotland is facing a severe crisis. A majority of Presbyteries has now adopted an Overture which would permit those in same-sex civil partnerships to serve as ministers and deacons in the Church. Many people feel that the only way to protest against this unscriptural move is to leave the Church of Scotland. Many ministers, elders, members and adherents have done so already and more will follow. While respecting that position, our hearts’ desire is to remain within the Church, in order to seek its reformation from within, although we recognise that not all will feel able to make such an unqualified commitment.

The Statement goes on to solicit from like-minded individuals and churches their signing on to the Declaration of support for these principles and protest of the actions of the Church of Scotland.

The Statement was issued in association with comments from the Rev. Prof. Andrew McGowan, which were picked up by the media. He said, in part:

If approved, this (overture) will extend even further the disruption of the Church of Scotland.

Many well-known congregations (individual ministers and groups of worshippers) in Glasgow, Aberdeen, Edinburgh, Stornoway and elsewhere have already left the Church, or been split in two.

and

The hope is that the Covenant Fellowship, which begins today as a protest against recent events, will grow to become an effective campaign group within the Church on behalf of those who believe in Christian orthodoxy.

This statement and comments did not go unnoticed, and some of the language in the comments and the Statement elicited an official response from the Acting Principal Clerk of the General Assembly. The Rev. Dr. George Whyte says:

The Church of Scotland welcomes Professor McGowan’s continued commitment to remain a member and a minister but there are in his statement accusations which we believe are not accurate.

The proposed legislation which is the focus of the group’s criticism has been painstakingly considered by the Church across the nation. We know that for many people the discussion has been difficult and it has always been clear that we could never come to a common mind on the matter.

This pain and disillusionment has been felt by those, like Professor McGowan, who think the Church is going in the wrong direction and those who desperately want a Church which would go further on their chosen route. Yet the issue has to be discussed and we are a Church which recognises “liberty of opinion.” Our General Assembly has agreed that this proposal – to allow a congregation call a minister in a civil partnership – falls into that category. It is not, therefore, an attack on the fundamental doctrines of the Christian Faith.

“We share Professor McGowan’s abhorrence of further disruption and we hope and pray that across Scotland Christians will find ways to continue to work together despite their varied opinions.”

In addition to the Covenant Fellowship, media was also reporting comments from a spokesman for the Free Church of Scotland. The comments expressed concern for the actions and direction of the Church of Scotland and concluded with the line “Although we are saddened by the present circumstances in the Church of Scotland, we are happy to provide a home to those who wish to leave.”

The Church of Scotland has seen the departure of a few ministers, congregations and members over the last few years since the trajectory was set by the 2011 General Assembly. But this new association seems to now more clearly define one side although being a brand new initiative we will have to see how it develops.

It is also tempting to map the current landscape of the PC(USA) and the directions of ebb and flow there onto where the Church of Scotland find itself now, and it almost seems that naming the new initiative the Covenant Fellowship invites that comparison. However, the lay of the land in the Kirk is probably going to be shifting rapidly and I will let the structures settle down a bit before I take the time to undertake that analysis.

What can I really say at this point to sum up these developments but… Stay Tuned!

Presbyteries Begin Voting On Same-Sex Marriage Actions

With General Assembly season now behind us we move into the portion of the year where the actions of the General Assemblies that require presbytery concurrence are now being considered by the lower governing bodies.

Coming from three of the Assemblies we have proposed actions that have implications for same-sex marriage/partnerships within the church and the progress is being closely watched within each branch. Here is a brief summary of what to watch and where each is at this time.

Presbyterian Church (U.S.A.)

The 221st General Assembly (2014) of the Presbyterian Church (U.S.A.) adopted a proposed constitutional amendment that now needs to be approved by the presbyteries. This change in the language of Book of Order section W-4.9000 has been bundled into the Amendment booklet and is now referred to as Amendment 14-F.

Presbytery voting has begun and the Office of the General Assembly is, as always, the official tracker of the votes. They have created a page specific to the marriage amendment that has not only resources about the GA action and that amendment, but a nifty map of the presbyteries that have reported their vote and which way it went. I have to admit that with only a few recorded so far it is a bit tough distinguishing between the shades of purple they use for yes and no, but once it begins to fill in the difference should be more obvious. And interesting to see that the Dakota nongeographic presbytery was geographically placed in southern Saskatchewan.

If you want the official tally of the voting on all amendments that is still there and shows that to date three presbyteries have officially recorded their votes ( 1 yes and 2 no on both 14-F and Blehar at this time ). Also interesting to note that the official page for the Belhar Confession does not have nifty map.

And for the polity wonks it is helpful to remember that the PC(USA) now has two less presbyteries for a total of 171 meaning that it takes 86 to approve a Book of Order Amendment and 114 to approve a change to the Book of Confessions.

For up-to-the-minute unofficial reporting I see that the Covenant Network is keeping an on-line tally with the presbytery voting results including the number of yes and no votes, something the OGA does not include. As of two weeks ago their tally was two presbyteries on each side.

While I will be doing a much more detailed analysis as more data are available, here is a quick comparison of the first four data point in comparison to 10-A. I will leave it for another time to discuss whether the comparison of two amendment that deal with significantly different equality questions is appropriate. Abstentions are included in the totals and the percentage after the total is the change in the number of total votes from 10-A.

So far we have two presbyteries with no on both, one yes on both and one switch from no to yes. In three out of four cases we see a significant decrease in the number of total votes cast. With 167 presbyteries left to go there is still a lot of data yet to be collected so I won’t go any further with this analysis now.

 

Church of Scotland

This past May the General Assembly 2014 of the Church of Scotland approved an act related to ministers in civil partnerships that affirms traditional language but includes proposed language (all found as an Appendix to the Legal Questions Committee report) for churches to request to depart from the traditional standards and it is now being voted on by the presbyteries as special legislation under the Barrier Act. There are 46 presbyteries and a majority of 24 are required for concurrence leading to the General Assembly giving it final considering in 2015.

The Principal Clerk’s office does not keep the official tally of the votes online but a group of evangelicals in the Kirk, Forward Together, has been monitoring voting. In a statement from last week (30 October) they indicate that they know of three presbyteries who have already voted no on the overture. That statement also contains a list of known dates of presbytery votes with the largest single day on the list this past Tuesday (4 November). The deadline to vote is in December.

In particular, the vote against by the Presbytery of Lewis received some publicity probably enhanced by the issuance of a statement following the vote. The story was picked up by the Stornoway Gazette and the KaleidoScot web site, among others.

Holding an alternate viewpoint on the question is Affirmation Scotland which says that they are disappointed the legislation does not go farther but supports it as an intermediate step. One of their affiliated churches, Greyfriers Church in Edinburgh, has recently made it clear that they are an inclusive congregation and that should the act be confirmed they will be an affirming congregation and request a departure from the act should the circumstances arise.

 

Presbyterian Church of Aotearoa New Zealand

In their General Assembly about a month ago they reaffirmed their support for marriage between one man and one woman and the Assembly sent to the presbyteries special legislation under the Barrier Act that would confirm that language in their Book of Order.

The act must be approved by a majority of the eleven presbyteries, two synods and two church councils.

It is relatively early in their process so we will see what announcements are made as it moves forward.

 

Conclusion

At this point the process is moving forward in each of the branches. While the Church of Scotland voting will be wrapping up in the next couple of months the other two branches will take a bit longer. As I indicated above, I will be taking the PC(USA) voting data and adding that to my database to see what observations we can make about that branch. For the other two there is a paucity of previous votes for statistical comparisons so we can only keep an eye on them as current snapshots of their denomination. We will see what happens.

PC(USA) 221st General Assembly — Actions Related To Marriage

Yesterday afternoon the 221st General Assembly of the Presbyterian Church (U.S.A.) considered the report of Committee 10 – Civil Union and Marriage Issues. Here is a brief summary of the four basic actions that the General Assembly took.

[10-07] On Creating a Task Force to Identify Common Ground and Reconcilable Differences with Respect to Same-Gender Marriage
The first item to be considered came as a overture from Eastern Korean Presbytery requesting a Task Force whose charge it would be to

a. identify common ground and reconcilable differences in biblical understanding and confessional interpretation with respect to same-gender marriage;

b. study the nature, scope, and controversies of the same-gender marriage laws legalized in certain states;

c. assess the impact of such laws and related sociopolitical changes on the ministry and mission of the church;

d. provide the local presbyteries and congregations with theological guidelines for
their ministry, as to understand and apply the concepts and functions
of family and parenting based on biblical norms and ethics; and

e. bring forth practical and futuristic recommendations that would not
only strengthen and promote unity within the church, but also solidify
ministries and missions with ecumenical partners locally and globally.

The Task Force would report back two GA’s from now in 2018.

The Committee recommended disapproval and there was a minority report advocating approval of this request. After some discussion, a lot focusing on whether the PC(USA) needed four more years to study this, the substitute motion was not made the main motion by a vote of 237 to 372 and the Committee recommendation was approved 401 to 185.

[10-03] On Issuing an Authoritative Interpretation of W-4.9000 to Affirm Pastoral Discretion in Performing Marriage Ceremonies

The next item was this Authoritative Interpretation that would permit pastors in jurisdictions that recognized same-sex marriages to perform those ceremonies. The core line in the AI reads, with the amendment:

[W]hen a couple requests the involvement of the church in solemnizing their marriage as permitted by the laws [of the civil jurisdiction in which the marriage is to take place] [of the place where the couple seek to be married], teaching elders have the pastoral responsibility to assess the capabilities, intentions, and readiness of the couple to be married (W-4.9002), and the freedom of conscience in the interpretation of Scripture (G-2.0105) to participate in any such marriage they believe the Holy Spirit calls them to perform.

The AI would also permit the use of church facilities with the consent of the session.

This debate began with a point of order as to whether this item was out of order under Roberts Rules of Order because it was in conflict with the definition of marriage as found in the Book of Confessions.

Just as when this point arose at the 220th General Assembly, the Moderator turned to the Clerk who suggested that the Assembly receive advice from the Assembly Committee on the Constitution. In 2012, the ACC’s response was along the lines of the narrative found in the front material to the Book of Confessions in the Confessional Nature of the Church Report. At one point the Report says “Nevertheless, for Reformed Christians all confessional statements have only a provisional, temporary, relative authority.” In other words, while important the multiple confessions need to be considered as a body of work and individual points not singled out from the who body.

At this General Assembly the ACC advice took a different direction. The advice was essentially that this action and the confessions are in tension and that it is the responsibility and within the authority of the GA to resolve that tension. Within the ensuing discussion is was observed that in their original advice on the overture the ACC said:

The Advisory Committee on the Constitution advises that the 221st General Assembly (2014) disapprove Item 10-03

[snip]

Section W-4.9001 and related citations (W-4.9002a, W-4.9004,
W-4.9006) limit marriage to couples who are “a woman and a man.” Because
these statements are clear and unambiguous, they can not be interpreted
in a manner that is inconsistent with their plain and ordinary meaning.

When asked about this the ACC response was essentially the same as was previously given – that the Assembly could deal with this tension.

The Moderator ruled the item was in order, the commissioner challenged the ruling of the Moderator and after some significant discussion over the nature of the point of order the Moderator’s ruling was sustained.

With that out of the way the item was debated and the debate was generally civil and respectful. One of the things about this Assembly seems to be the number of times that points of debate are incorporated into questions from the floor. When debate was closed and the vote taken the commissioners voted 371 to 238 to approve the AI.

[10-02] On Amending W-4.9000, Marriage

This item is based on an overture from the Presbytery of Cascades with 16 concurrences. The proposed new wording of W-4.9000, as amended mostly by the committee but slightly on the floor, would be:

Marriage is a gift God has given to all humankind for the well-being of the entire human family. Marriage involves a unique commitment between two people, traditionally a man and a women, to love and support each other for the rest of their lives. The sacrificial love that unites the couple sustains them as faithful and
responsible members of the church and the wider community.

“In civil law, marriage is a contract that recognizes the
rights and obligations of the married couple in society. In the
Reformed tradition, marriage is also a covenant in which God has an
active part, and which the community of faith publicly witnesses and
acknowledges.

“If they meet the requirements of the civil jurisdiction
in which they intend to marry, a couple may request that a service of
Christian marriage be conducted by a teaching elder in the Presbyterian
Church (U.S.A.), who is authorized, though not required, to act as an
agent of the civil jurisdiction in recording the marriage contract. A
couple requesting a service of Christian marriage shall receive
instruction from the teaching elder, who shall agree to the couple’s
request only if, in the judgment of the teaching elder, the couple
demonstrate sufficient understanding of the nature of the marriage
covenant and commitment to living their lives together according to its
values. In making this decision, the teaching elder may seek the counsel
of the session, which has authority to permit or deny the use of church
property for a marriage service.

“The marriage service shall be conducted in a manner
appropriate to this covenant and to the forms of Reformed worship, under
the direction of the teaching elder and the supervision of the session
(W-1.4004–.4006). In a service of marriage, the couple marry each other
by exchanging mutual promises. The teaching elder witnesses the couple’s
promises and pronounces God’s blessing upon their union. The community
of faith pledges to support the couple in upholding their promises;
prayers may be offered for the couple, for the communities that support
them, and for all who seek to live in faithfulness.

“If they meet
the requirements of the civil jurisdiction in which they intend to
marry, a couple may request that a service of Christian marriage be
conducted by a teaching elder in the Presbyterian Church (U.S.A.), who
is authorized, though not required, to act as an agent of the civil
jurisdiction in recording the marriage contract. A couple requesting a
service of Christian marriage shall receive instruction from the
teaching elder, who may agree to the couple’s
request only if, in the judgment of the teaching elder, the couple
demonstrate sufficient understanding of the nature of the marriage
covenant and commitment to living their lives together according to its
values. In making this decision, the teaching elder may seek the counsel
of the session, which has authority to permit or deny the use of church
property for a marriage service.

“Nothing herein shall compel a teaching elder to
perform nor compel a session to authorize the use of church property
for a marriage service that the teaching elder or the session believes
is contrary to the teaching elder’s or the session’s discernment of the
Holy Spirit and their understanding of the Word of God.”

I wish I could have heard more of the questions and debate concerning this item but my schedule did not permit hanging around for most of the livestream. In the part of the discussion I did hear there were numerous questions about global partners and their reactions. I can also say that in what I heard there were no slippery-slope arguments made. And in a nod of cooperation and forbearance the wording in the first paragraph that said “two persons” was changed to “two persons, traditionally a man and a woman.”

In the final vote the new language was approved and will be sent to the presbyteries on a vote of 429 to 175. For comparison, the 220th General Assembly defeated an amendment of similar intent but significantly different wording on a vote of 308 to 338. Note that after that vote the business was bundled into an umbrella item to answer all business in one fell swoop.

This will now be sent down to the presbyteries and will require a concurrence of a majority of them.

[10-NB] New Business
The final item of business was a resolution crafted by the Committee following their completion of the other business. Compared to the extensive text of the rest of these items it is pretty simple:

Recommend the 221st General Assembly (2014) direct the Presbyterian Mission Agency Board and
the Committee on the Office of the General Assembly to engage in the process of working together with churches in the task of reconciliation, starting with visiting
each presbytery and serving as a resource for each presbytery’s
discussion of these actions in congregations and the presbytery at-large
and present voices of reconciliation for the unity of the church.

This is a response to the recognition that for this decision there will be some who will be hurt by the outcome in the same way that some were hurt by the outcome of other decisions in this matter in previous years. The committee itself was careful in its work about being respectful and developing a sense of fellowship in the group. One of the things it did to insert some levity during its work was to have committee members share embarrassing moments during worship. (Example 1, example 2).

It should be pointed out that there was a vote to reconsider this item this morning as the first item of business and a substantive and pastoral amendment was passed without changing the basics of the item.

What’s next
Here are three items the come to mind regarding this action going forward.

First, the amendment to the Directory for Worship does need the concurrence of the presbyteries. if approved by a majority of the 171 presbyteries it will become part of the 2015-2017 Book of Order which takes affect a year from now.

Second, as we know from ordination standards an AI from the Assembly is not the last word. Even if the Book of Order change is approved there is an outside chance that a challenge to a same-sex marriage ceremony could go through the judicial process fast enough that the General Assembly Permanent Judicial Commission would have the opportunity to supersede the GA’s AI with a ruling that W-4.9001 does prohibit such ceremonies in spite of the AI.

Finally, expect the departures to continue. I am not sure that this action will suddenly and dramatically increase the exodus of churches leaving the PC(USA) as many that I have talked to have anticipated this and taken action on departure in a proactive manner. For most, this is not unexpected but a validation of what they have been saying for years. And while there are numerous factors at play between the action at the last GA and this proposed change to the Book of Order, we have to accept that the exodus has been at least partly responsible for the dramatic swing from a 308 to 338 vote to a 429 to 175 vote. (And at some point I hope to do some number crunching to explore what constraints could be put on the numbers.)

Following these actions a number of pastoral letters and statements have been released. In addition to one from the General Assembly leadership, there is one from Presbyterians for Renewal and another from the Covenant Network. I would also highlight one from Philadelphia Presbytery by their Executive Presbyter Ruth Santana-Grace.

As a bit of an aside, at the same time yesterday afternoon the 42nd General Assembly of the Presbyterian Church in America was considering their ascending overtures, including two (Overtures 2 and 5) that reiterated that denomination’s stated views against homosexual practice and same-sex marriage. Both of those overtures were dispensed with fairly quickly, although with a little discussion, as they were ruled out of order since they were both affirmations of what is already established doctrine. However, in an independent occurrence that got a bit of a chuckle from some of us in both denominations, at least one news source got the two largest American Presbyterian branches a bit confused.

So, returning to the PC(USA), it is now time to see what happens as this descends to the presbyteries – both to approve the Book of Order amendment and in general to see what the reaction is. And we pray for the initiative to encourage reconciliation as this effort goes forward. Stay tuned…

Some Thoughts On Fossil Fuel Divestment Overture At The 221st General Assembly, PC(USA)

Let me begin this post with full disclosure that this piece probably falls more into the category of commentary than analysis or reporting.

Second, why the heck would I be writing commentary on this? If you are not aware I am a geologist by profession so I do have some background in this even though my primary specialty is earthquakes. But I did work for an oil company one summer during college.

Third, this is business that is before the 221st General Assembly of the Presbyterian Church (U.S.A.) next week so it is of concern to many of us.

The main overture that I want to speak to is item 15-01 from the Presbytery of Boston with concurrences from 11 other presbyteries. It will be reviewed by the Assembly Committee on Immigration and Environmental Issues. This committee only has three other items of business to consider besides this one, one regarding immigration, one about sustainable development and one about coal export projects.

The overture calls for the 221st GA to recognize the “moral mandate for humanity to shift to sustainable energy.” As part of this it asks for no new PC(USA) investments in fossil fuel companies, divestment from current holdings over the next five years, report on the progress and tell the fossil fuel companies why they are doing this.

In considering fossil fuel divestment let me discuss two particular aspects of this topic that I don’t think are getting aired in the materials I have read.

First, go with me on a thought exercise. Don’t worry, this won’t take long…

Name the materials in your home that are extracted from the earth.

I do this exercise with students all the time and it is quicker to name the materials that are not earth-related. The obvious one is wood if you live in a wood frame house, have wood shingles and probably have wooden furniture. The other is fabric that comes from animals (such as wool or leather) or plants (cotton and hemp for example). In my experience that is it.

Someone usually asks about the carpets and if you have common polyester carpets guess what, they come from petrochemicals. In fact, you may be surprised to find the amount of material in your home or car that are petrochemicals.

My point is that saying companies are just about fossil fuels ignores other uses of the materials extracted, whether it be the petroleum that goes into plastics or the coal that goes to make coke for iron/steel production. Yes, according to the ExxonMobil Annual Report only 11.7% of their annual revenues were from the chemical side, but neither the overture nor the Carbon Tracker report they reference make any mention of secondary uses of the material.

The second thing that strikes me is the method being employed. I always wonder when companies or industries are singled out for boycotts or divestment when we are trying to make societal changes. I think it is generally better to change things either through the demand side, not the supply side of the equation or to promote better alternatives on the supply side. Before Edwin Drake drilled the first commercial oil well in the United States lamp oil came from whaling. While whaling is still an active, but controversial industry, the whale oil portion did not drop off because of government regulation or environmental concerns. Rather, the rise of the petroleum industry produced a less-expensive alternative.

Similarly, I would argue that the same thing would be more effective here. Time and resources should be put into alternate and more environmentally friendly sources of energy and helping develop conservation attitudes.

To this end, I appreciate the advice provided by the Assembly Committee on Social Witness Policy which instead suggests a balance approached typified by the amendment they suggest that says “To this end,
the church shall work to shift its energy investments increasingly into
renewable sources as it undertakes parallel actions to reduce its
nonrenewable energy consumption and that of its members.”

Let me ask if more can be done internally by the PC(USA). Can the national office be heated, cooled and lit with more alternative energy? Can trips to the offices be reduced by telecommuting or car pooling? Can the General Assembly reduce its carbon footprint? Can incentives be given to employees of the PC(USA), its middle governing bodies or its churches to conserve, use alternate energy and reduce their carbon footprint. We ask others to be environmentally responsible, how can we set the example and promote that within our denomination?

There are also a number of pragmatic considerations in all this. Yes, this is a social witness statement and that alone is sometimes good enough. But remember that the General Assembly speaks only for itself and while there are obviously at least 12 presbyteries that agree with this action the only investments it directly controls are its own. Furthermore, that is not always the case as I remember hearing representatives from the Board of Pensions and the Foundation at the last GA talking about the investment process and what influence they did, or did not have, on the outside investment advisers they contracted with. Finally, I do not want to diminish the fact that this is making a social witness statement and any actual effects are just part of the equation, but it is interesting reading about how Stanford made the decision to divest from only coal when a full fossil fuel divestment was asked for by a student group. The change was both for financial reasons as well as moral as this article discusses:

Beyond the hit to Stanford’s pocketbook, the university figured that
divesting from all fossil-fuel stocks would be seen, justifiably, as too
ivory-tower. “It would have been viewed as hypocritical to say, `You
should divest from fossil fuels,’ when everyone on this campus consumes
fossil fuels,” [Stanford President John] Hennessy said. “There’s a hypocritical issue to it.” And
what’s true for Stanford, he noted, is true for the globe. “You try to
replace all fossil fuels? We are so far from that happening.”

But
divesting just from coal-mining stocks should, financially, have “little
or no endowment impact,” Hennessy said. The university, he said, can
put the dollars it was investing into coal-mining companies into other
energy sourcesperhaps other fossil fuelswhich,
like coal stocks, help guard the endowment against the threat of
inflation. Moreover, Stanford will remain invested in coal consumption.
The divestment doesn’t apply to stocks of power companies that burn
coal. And it doesn’t apply to shares in steel makers, Hennessy noted,
for whom a fuel source other than coal isn’t readily apparent.

Finally, the argument can be made that keeping the stock and using it as the entry into stockholder meetings and resolutions is a more effective method to promote a social witness policy.

So there are some of my thoughts on the matter. Your mileage may vary. But this overture has plenty of advice attached to it and based on how Assemblies operate I am pretty confident it will be in a much different form when it reaches the plenary and then my undergo another revision, possibly major. Or maybe it will fly through and get put on the shelf with all those other social witness statements. Stay tuned…

2014 General Assembly Of The Church Of Scotland


Tomorrow afternoon the 2014 General Assembly of the Church of Scotland will convene in Edinburgh and will meet for the following week. This promises to be an interesting Assembly with issues important to the church and to Scotland on the docket.

Here is helpful information to follow along with this assembly.

  • There will be live streaming of the proceedings and you can connect to the stream appropriate for your device from the media page.
  • Most of the Documents pertaining to the Assembly are linked from the General Assembly Publications page. This includes the three Reports volumes, known as the Blue Book but with a nice graphic cover this year. In addition to the traditional PDF the reports are also available in MOBI and EPUB formats for your eReaders. There is also an Order of Proceedings as well as the Daily Papers which will contain late-breaking changes. And there is an option to subscribe to notifications of new documents being posted. In addition, there is a General Assembly App with versions for Apple iOS and Android.
  • If you need to refer to the documents about how they do this decently and in order most of those are linked from the Church Law page.
  • A brief order of the docketed events and reports can be found on the General Assembly 2014 page.Also note that sessions start 15 minutes earlier than in past years so those of us on the other side of the world will have to adjust.

UPDATED 18 May: In suggesting personal accounts to follow, let me start with three individual accounts that are probably worth watching as the Assembly gets rolling. The first is the outgoing Moderator of the Assembly, the (soon to be) Very Reverend Lorna Hood who has just switched from an official to a personal account @revlornascot. We can only hope that the incoming moderator has as great of a change in heart as she had and begins tweeting, but don’t look for that this week. The second person is Seonag MacKinnon, the head of communications for the Kirk, who tweets for herself at @seonagm. Finally, even though he may not actually be at the Assembly in person, the Rev. Peter Nimmo of Inverness is at the Assembly and is a good source of information at @peternimmo1. I will expand this list as the week progresses.

Two less-business related highlights of the Assembly caught my attention. The first is the annual festival, Heart and Soul, that the Kirk sponsors on the Sunday afternoon of the Assembly week that will again be happening in Princes Street Gardens near the Assembly Hall. For those of us not in Edinburgh we look forward to seeing pictures, probably on the Church of Scotland Facebook page. The second item is that the Lord High Commissioner this year will be a member of the Royal Household, Prince Edward, Earl of Wessex.

And now what we all really came here for, the business of the Assembly. Here are a few of the business reports that may be of interest and will probably attract attention within and outside the church.

  • On Tuesday afternoon there will be a special session to discuss the Scottish Independence Referendum. This is not a business item in the sense that the commissioners will vote on a resolution one way or the other on independence. Rather it will be a time of public discussion with featured speakers followed by comments from the floor.
  • On Wednesday the Legal Questions Committee will bring their report regarding Ministers and Deacons in Civil Partnership. The report includes an overture in response to the direction of the 2013 Assembly to affirm the Kirk’s historical position while providing a path for churches and sessions to follow their conscience in the employment and ordination of same-sex partnered individuals. The legislation that is passed will then be sent down to the presbyteries for their concurrence under the Barrier Act. Before this report the Theological Forum will report on related discussions that have been held in the past year.
  • As always, the Church and Society Council, to report on Thursday, has a long report with a deliverance that takes up a wide range of relevant issues in 73 different points. Among the many topics covered in these points are Competitiveness in Sport, Families and the Church in the 21st Century, Food Security, Funeral Poverty and Living a theology to counter violence against women. And that is just a few of the topics the commissioners will consider.
  • The Youth Assembly will bring their report on Tuesday.
  • The Ministries Council will report on Monday. A centerpiece of their report is the shortage of ministers and those training for the ministry to meet future needs of the church. As their report says: 80% of the parish ministers are due to retire in the next 15 years. A variety of options will be discussed.

So there is a taste of the line-up for the next week. With the challenges facing the Church of Scotland and the Scottish people at this time it will be interesting to see what the commissioners think and what decisions they make. I will try to update throughout the week as the Assembly progresses.
