National Council of Churches releases their 2012 Yearbook of American and Canadian Churches

In which we learn that overall giving to churches dropped $1.2 billion last year, that six of the 25 largest denominations that reported data saw an increase in membership (Church of Jesus Christ of Latter Day Saints, National Baptist Convention, Seventh-Day Adventists, Assemblies of God, Pentecostal Assemblies of the World and the Jehovah’s Witnesses), and the largest decline in membership was in the Evangelical Lutheran Church in America (down 5.90%). The PC(USA) reported a decline of 3.42%.

Haven’t I Seen That Somewhere Before?

Last month when the Fellowship of Presbyterians was rolling out the new Evangelical Covenant Order of Presbyterians they debuted and explained the new logo and the preferred acronym (that would be ECO not ECOPs).

At the time someone tweeted or blogged that the logo reminded him or her of X – and I have been looking back and trying to figure out who I saw say that both to give them credit as well as to be sure what X is. My failing memory tells me that they suggested the logo for Presbyterians for Earth Care shown above.

Well, after they mentioned that I started seeing similarities to other logos.  I have included two examples above, one from the Friends of Calvin Crest and the other for a non-denominational church in our area.

Now to be clear, the Calvin Crest logo is not a deciduous leaf but a pine needle cluster or maybe a pine cone. But the look and feel is sure similar.

The presbygeeks out there know that this variation on a plant theme is nothing new for Presbyterians…

So what got American Presbyterians sidetracked?  There are a couple of exceptions

… and that BPC logo does have the burning bush. But for the most part American Presbyterians, and a couple more I threw in, tend to use the cross as their dominant theme.

You can spot the burning bush or flame symbolism there in some of these, but the central motif has become the cross.

Where logo design goes from here will be interesting to see.  If early American Presbyterians had a logo they did not use it much. I don’t know if it was simply because they did not feel a need to have a brand identity or maybe it was not worth the extra cost to print it on their documents, or maybe they though it came too close to violating the Second Commandment. Maybe some research on that sometime.

But these days it seems necessary to have a logo for brand identity, and if it is simple and can be reduced to a small size for your online avatar all the better. ECO clearly thought that having a unique (sort-of) logo was a worth while endeavor to put early effort into.

We will see where it takes them.

A New, Destructive, Earthquake Sequence In New Zealand

I am sure by now you have all heard about the destructive earthquake that hit Canterbury and Christchurch, New Zealand, yesterday.  When I heard the news on the radio my first reaction was that it was a strong aftershock of the 7.0 magnitude earthquake that hit that area last September, one month before the General Assembly of the Presbyterian Church of Aotearoa New Zealand was held in Christchurch.  (The PCANZ message on the new earthquake.) That opinion quickly changed as the damage reports started to appear in the media.  So here is a brief summary of what I know now.

The earthquake struck at 12:51 PM local time and was located just to the south of Christchurch.  While the 6.3 magnitude is significantly less than the 7.1 magnitude earthquake that occurred in September, the earlier event was some distance away in rural areas where the lower population density and single-family residential construction significantly reduced the cultural impact.  At the present time there are reports and pictures of significant damage in downtown Christchurch.  The death toll is currently at 65 but that is likely to rise as rescue efforts continue.  There are even reports of the shaking producing breaks and ice chunks to separate from a near-by glacier.

Besides the size and location, there is one other difference in the two earthquakes which may have increased the damage in this one.  While not as important as the close proximity to the urban center, yesterday’s earthquake was compressional, moving the ground upward.  The September quake was strike-slip, moving the ground sideways.  We will have to wait for the survey data to know how much the ground moved upward, but my initial calculation is about six to eight inches near the fault.  Looking at some of the pictures I think I see some of this compression but without the full context and exact location of the picture I can not be sure.  There is also discussion about this being a shallower earthquake than the September event and therefore more destructive.  Since that depth is generally only a measure of the start point of the earthquake I am not sure this is really a significant difference.  The September quake may have started deeper, but because of its size broke all the way to the surface.  Until we have detailed source-time functions for this event it will be difficult to really know the impact of the depth.

The question is asked if the two earthquakes are related.  My response is very likely yes, but exactly how I am not certain yet.  The most likely linkage is that September’s quake made this new one more likely through stress triggering.  A quick back of the envelope calculation last night indicated a good possibility, but I need to get better numbers today for the geometry of both quakes to be certain since it initially appears to fall right on a dividing line.  The second guess is triggering related to visco-elastic relaxation.  I’ll leave it at that.

It is interesting how the media grabs on to these stories and runs with them.  Without negating the impact of what is now being called one of New Zealand’s greatest natural disasters, it is important to keep this in perspective with other earthquakes.  I have heard news reports call this earthquake “huge.”  Is it huge?  Consider in the last 13 months we have had the Haiti earthquake – 7.0 magnitude with an uncertain death toll between 100,000 and 300,000.  We have also had the Chile earthquake one year ago – with an 8.8 magnitude it was one of the ten largest earthquakes of the last century.

These two earthquakes in New Zealand are a remarkable parallel to a couple we had here in SoCal and that I use in my class as a comparison of risk and hazard, and the different ways we measure the “size/impact” of an earthquake.  Back in 1992 the Landers earthquake hit an rural area (we call it desert) outside Los Angeles. While it was a significant earthquake at 7.3 magnitude and widely felt in the LA area, because of its location damage was fairly limited and there were only three deaths.  Two years later in 1994 the Northridge earthquake struck within the Los Angeles metropolitan area (“The Valley”).  It was a major, but smaller, earthquake at 6.7 magnitude but because it was in the heavily developed area the casualties were higher at 60 (higher by some counts) and the cost of damage was about 200 times higher than Landers.  (In the billions rather than millions of US$).  Location, location, location!

The parallel actually goes a bit further.  While they occurred further apart in space and time than the New Zealand quakes and are not linked in the same way, the Landers was a strike-slip earthquake like the September quake, and the Northridge was a compressional quake like yesterday’s.

Again, I in no way want to trivialize the death and destruction of yesterday’s quake and the continuing aftershocks.  In putting this in a seismological perspective I encourage prayers for all those affected and the rescue workers who are putting in hard and extended hours to help them.  I also ask for prayers for all others around the world who are impacted by natural disasters in their countries.

General Assembly 2010 Of The Presbyterian Church Of Aotearoa New Zealand

Spring is in the air and it is time for another General Assembly…

Of course, if it is Spring the Assembly would be in the Southern Hemisphere, and so we look forward to the convening of General Assembly 2010 of the Presbyterian Church of Aotearoa New Zealand at St. Andrew’s College in Christchurch in just a few hours.  It will conclude this Sunday October 3.

The theme of the Assembly is “Making Disciple-Making Disciples,” a topic chosen by the incoming Moderator, the Rev. Peter Cheyne.  As Rev. Cheyne says in the press release announcing the theme “It is about making disciples who become sufficiently mature to then make another generation of disciples.”  There is a booklet available on-line that will be used at the Assembly for six small-group Bible study discussion sessions on the topic.  Rev. Cheyne has started blogging, including a reflection on this topic.  (From a technical perspective it appears that the RSS feed is for the whole church web site and there is not one specific to his blog.)

So, for those GA Junkies playing along at home here is what you need to know:

Two important items I have not found yet are the docket and an on-line news page.  I will update here when I do find them. But this is a note that there will be audio files available of certain events so keep an eye out for that. UPDATE: The News and Audio Page is now being updated.

Similarly, I have been searching but have not found anyone tweeting the GA, officially or unofficially, and no hashtag.  Again, will update if I find anything.

The back story to this GA is the September 4 magnitude 7 earthquake near Christchurch.  For those not familiar with earthquake behavior the aftershocks behaviour is very typical (GNS calls it “textbook“) and they continue with five in the magnitude 3 range in the last day reported by the GeoNet official agency information.

Since the earthquake there have been a number of information reports and updates from church-related sources.  Linked to the GA web page is an update related to the Assembly.  And thanks to notes from the Rev. Geoff King of Knox Church, Christchurch, as well as the Presbyterian Research blog for posting the accounts, we have Pastor King’s three updates about the situation after the earthquake with one that day, another the next day, and the last a week on.  (That is the ecclesiastical perspective, for the geological angle I really appreciated the great photos of faulting that GNS has up on their scientific response page.)

So in the same way that prophet Amos marks time with an earthquake in his day this GA will probably be remembered for its temporal and geographical proximity to the Darfield earthquake.

Magnitude 7.2 Earthquake Near Christchurch, New Zealand

In an interesting intersection of my seismological work and my GA work about an hour ago a 7.2 magnitude earthquake struck Christchurch , New Zealand.  There are initial reports of peak ground accelerations above 0.4%g and very strong intensities so significant damage can be expected.  While the mainstream media is trying to get information on this the twitterverse is indicating sections of the city with major damage.  Confirmation will await 1) the light of day and 2) the ability to get news out of the epicentral region.

I mention the intersection with Presbyterianism because the 2010 General Assembly of the Presbyterian Church of Aotearoa New Zealand is scheduled to convene in Christchurch on the 30th of this month.

Prayers for all affected and we will have to wait and see how this will impact the GA.

Technical note:  The South Island of New Zealand has a geologic and tectonic setting similar to California with a plate-bounding strike-slip fault running through it.  While this was not on the Alpine fault, having an earthquake like this on a near-by fault is not a geologic surprise.  Again, we are working with the scientific information we have and it will take a while to fully characterize this event.

UPDATE: Presbyterian Research passes along a description and message from a pastor in the area

Presbytery Merger In The Presbyterian Church Of Aotearoa New Zealand And Some Polity Observations

I recently saw a news item on The Southland Times web site about a presbytery merger in the Presbyterian Church of Aotearoa New Zealand that, as written, surprised me a bit.  (Today brings another, more detailed article from the Otago Daily Times.) The fact that there was going to be a merger was not what caught my attention – the PCANZ is in the midst revisioning and restructuring the church with there Press Go program and the Reform of Presbyteries initiative. No, being the polity wonk that I am what I was wondering about was the way the article phrased the approval process.  The article says:

Southern presbyteries will be united in February to better connect with their communities and to try and attract more youthful members.

Five presbyteries, encompassing all Presbyterian parishes within Southland and Otago below the Waitaki River, are joining together to form the Southern Presbytery.

and

The Southern Presbytery will merge on February 13 at the Calvin Church in Gore at 2pm, and will be ratified in October by the Presbytery Church of Aotearoa New Zealand.

The polity wonks out there probably immediately recognized that this is the reverse of what we are used to in these matters.  The structure and shape of presbyteries is usually a matter for the next higher governing body, in most cases the General Assembly.  As the article says the presbyteries “will be united in February” and then it “will be ratified in October” by the General Assembly.

On one level the PCANZ Book of Order is a bit unique in its description of the powers and responsibilities of the GA when it says

General Assembly to establish presbyteries
8.7 Formation, alteration and abolition of presbyteries

(1) The General Assembly may

(a) form a presbytery,
(b) determine the name of a presbytery,
(c) fix the area or region for which a presbytery has responsibility,
(d) on its own initiative or at the request of a presbytery, alter the name of a presbytery, abolish a presbytery, or change the area or region for which a presbytery has responsibility.

I was surprised to see in there that the GA “may” and not “shall” do these things regarding presbyteries.  However, the present news is the result of action taken by the last General Assembly in 2008 when it approved, without debate, the report of the Presbyteries Task Group on The Reform of Presbyteries.  The GA approved in advance the reorganization of all the presbyteries and we can expect more of these mergers to follow with final approval at this year’s Assembly in the fall.

But in researching this and looking at the details of presbytery structuring in other Presbyterian branches I was reminded of an interesting quirk in the polity of the Presbyterian Church (U.S.A.).

Let me begin with the Book of Church Order of the Presbyterian Church in America, for a reason you will see in a moment.  The BCO includes in the list of responsibilities of the GA

14-6. The General Assembly shall have power:

e. To erect new Presbyteries, and unite and divide those which were erected with their consent;

A quick check of the history of this section of the BCO shows that the PCA has always had this section as a “shall” and before that the predecessor polity of the Presbyterian Church in the U.S. had the GA as the governing body to create and dissolve synods, but not presbyteries.  The polity would then give the synods the responsibility to organize presbyteries.

What is the current situation in another PCUS successor denomination, the PC(USA)?  The current Book of Order says:

G-13.0103  The General Assembly constitutes the bond of union, community, and mission among all its congregations and governing bodies. It therefore has the responsibility and power

m. to organize new synods and to divide, unite, or otherwise combine synods or portions of synods previously existing;
n. to approve the organization, division, uniting, or combining of presbyteries or portions of presbyteries by synods;

Affected synods must concur with presbytery changes, but this GA responsibility for presbytery creation sets up an interesting paradox in that the Assembly creates the presbytery but the synod reviews its records.  Cooperative governance.

The Annotated Book of Order gives no indication of a change to this section shifting responsibility for presbyteries from synods to the GA and no reference to pre-merger citations or documents so this could be inherited from the UPCUSA. or derives from the merger.  More research necessary – but an interesting mix of ecclesiastical responsibility and weaker powers for the synods.

With the significant discussion about the role of synods in the PC(USA) this is only a quirk or minor distraction.  The real question gets back to the restructuring of the church in New Zealand and whether these merged presbyteries with minimal administrative responsibility can fulfill the expressed purpose of attracting more youthful members.  Will the mission drive the polity?

New Official Web Site Design And Blog From New Zealand

If you have not visited the web site of the Presbyterian Church of Aotearoa New Zealand recently then you have missed the redesign of their site.  It is a sharp design with good use of graphics and easy, logical navigation bars.  It is a design that give the page a new look while preserving elements of the “feel” of the old site.  A nice transition.  And there are nice dynamic elements – check out the “Find something fast” bar at the top. When the Book of Order is at the top of this list you know you will please a GA Junkie.  But maybe the best thing about the new site is that there is now a feed for new info posted to the site, a great help for those of us with feed readers.  The redesign does unfortunately mean that many links in all my past posts about the PCANZ are now broken.

But for me the real news from New Zealand is that the PCANZ Archives Research Centre has begun its own blog, “Presbyterian Research,” in the same style as the blog from the PCA Historical Center, “The Continuing Story.”  Like The Continuing Story, Presbyterian Research highlights the denominational history and ethos with short vignettes and glimpses of items in their collection.  Any GA Junkie would appreciate the story about the 1901 General Assembly which got into a debate on the floor of the Assembly over the robes the Moderator was wearing.  Another item highlights a recent lecture to the Research Network by the Rev. Dr. Susan Jones.  (The print version is available on-line.)  The item describes the lecture

…which probed the development of ministerial training in the PCANZ.  She not only placed her research in an historical context but she also analysed the nature of the training itself. Her analysis showed that training has been fragmented and that ordinands have often learned academic subjects but they have not been helped to integrate knowledge into their faith.

When the article describes the topic as “continually challenging” that can probably be applied to Presbyterian branches everywhere.

And finally, what geek can not appreciate a blog where the first article is titled “Hello world!”  (For the non-geeks, it is now a standing tradition among programmers that your first programming exercise is to write a program that prints out the words “hello world.”)

So far it is interesting reading.  I look forward to much more.

The General Assembly (2008) of the Presbyterian Church of Aotearoa New Zealand

This can’t be happening.  What happened to “decently and in order?”  Where is all that Presbyterian formality?  Hold on to your hat everyone because the General Assembly of the Presbyterian Church of Aotearoa New Zealand has gone “user friendly.”

Well, I may be exaggerating a little bit, but for the GA set to begin on October 2 at St. Patrick’s College, Silverstream, in Wellington, some traditional language has been replaced and high-profile reports and proposals have less formal names.  But first things first.

The Rev. Dr. Graham Redding has been selected as the Moderator for the Assembly.  He recently became the director of one of the denomination’s training centers, the Knox Centre for Ministry and Leadership in Dunedin.  Previous to that he was a parish minister for 15 years.  He has served the church in a number of capacities and has written a book titled Prayer and the Priesthood of Christ in the Reformed Tradition.  He is married with three teenage children.  He has chosen “Reformed and Reforming” as the Assembly theme.

In reading through the Assembly business one of the major items will be the “Press Go” proposal.  This is an initiative to solicit and fund projects related to church growth.  Recognizing that the PCANZ attendance over the last 40-ish years has dropped from the 90,000 range to the 30,000 range, this project is looking for innovative ways to grow the church and for the money to fund it.  And the associated report comes with the rather informal and un-Presbyterian sounding title “The Great Big Growth Plan.”

This plan is based upon five assertions:

1. Decline is not inevitable.

2. The Church’s money is not ours. The resources we share, the money in the offering plate, our congregation’s bank balance and buildings are not ours. Those present and past have entrusted us with the resources we have for the purposes of glorifying God and fulfilling God’s mission for and in the world.

3. The Presbyterian Church is ruled by Elders. Every Elder makes a commitment to fulfil leadership responsibilities for the whole Church. No Elder can fulfil their role by basing their decisions on the singular interest of any particular congregation or group. When Elders do this they undermine what it means to be part of the Presbyterian Church. An Elder’s primary commitment is to God’s mission and their decisions need to reflect an earnest commitment to seek God’s wisdom and the leading of the Holy Spirit.

4. Growth is possible. It is happening. Experience tells us about the best ways to organise ourselves to support growth.

5. The changes advocated here are radical and costly and can only happen through a broad consensus and willingness by Church leaders. The changes are not for someone else to make- they require an ownership by each one of us.

So based on these assertions where does the report go?

The solutions offered here are on one hand very simple and on the other very complex. The simple idea is the release of church assets to fund growth. This is an idea which receives broad theoretical support. The complexity is that we are very very attached to these assets. They represent a place, a history and a security for us. It may be just too hard a decision to make.

(PC(USA) folk — Sound familiar? G-3.0400 – The Church is called to undertake this mission even at the risk of losing its life, trusting in God alone as the author and giver of life, sharing the gospel, and doing those deeds in the world that point beyond themselves to the new reality in Christ.)

The project requires money for leadership salaries and property acquisition.  The report also asks for money for a staff position to coordinate all this.  The report calls for the church to provide 10% of the return on their assets (property and investments) for this program as gifts of 2.5% per year for four years.  There are specific suggestions discussed in the report for different asset types, but for declining congregations with uncertain futures this could mean closing the church and selling the property.

So what will this be used for?  The report identifies five characteristics of growing and vital churches:

  • A strong pervasive commitment to focus resources on outreach based on Gospel imperatives. “We are not here first for ourselves but for others.”
  • An administrative structure which supports gifted and skilled Christian leaders to do the things that they are good at doing.
  • A readiness to support and fund innovation and to try new ideas.
  • Worship that reflects the culture and communication medium relevant to the congregation.
  • A resource base which allows for generosity, good hospitality, food and warmth in surroundings that are appropriate for the size and culture of the group.

With this in mind, the report advocates several steps.  For small churches a need to assess viability and appropriately support those that are in settings, particularly rural, where growth potential is minimal, but the ministry is vital.  There is a need to support new church plants in promising areas, particularly those the report considers “emerging” which it defines in a way many emerging church people might not agree with.  For medium sized congregations there is a need to evaluate solo pastorates and decide if a multi-leader team would help grow the church.  But the report really seems to rely on large churches, both for overall numbers growth as well as a resource to support the leadership of smaller churches in the area.  One model that I don’t explicitly see in the report, but derives from this large church idea, that the media has picked up, is a mega-church (my term, not theirs) auditorium style with small chapels associated with it that may accommodate the “traditional” existing congregations.

The report is 14 pages long and an interesting and easy read.  It is thought provoking and other church growth types might want to have a look at it.  It has been boiled down to a tri-fold brochure if you want an executive summary.  This proposal will be presented by the Press Go subgroup of the Council of Assembly.  In this final report there are a couple of changes, most notably the funding formula appears to have changed to having a $2 million contribution from the sale of a national property, a 1% contribution from churches’ investment return (as opposed to the 2.5% in the growth report), and additional fund raising.

Another item of business I would expect to be a major topic is a proposal to replace the Westminster Standards with a n
ew Statement of Faith and the associated commentary as the Subordinate Standards of the PCANZ.  The Westminster documents would join the Scots, Heidelberg, Second Helvetic, Apostles and Nicene documents in a “library of confessional documents which are central to the Church’s heritage.”  This recommendation comes from a body with the interesting name of the “Focal Identity Statement Task Group.”  This business is a follow up from the 2004 General Assembly where the Task Group report noted that the new confession had not been widely distributed in advance of the Assembly and that while the statement was originally included in the proposed new Book of Order, the commentary was not and should have been.  It is also possible that this report has been/will be withdrawn since the report from the July Council Meeting indicates there will only be a progress report.  If the report is presented and passed, it is my reading of the PCANZ Book of Order that this section is subject to the “Special Legislative Procedure” that requires the approval of the presbyteries.  I’ll keep researching this one.

It is probably worth noting at this point that this new Book of Order was approved by the previous GA in 2006 and then was approved by “the vast majority” of the presbyteries.  In the new Book the “Barrier Act” has been replaced by the similar “Special Legislative Procedure.”

This post is getting long so the one other major item I will put off until a follow-up post:  There is also a task group reporting on reforming presbyteries.  Briefly, the recommendations are 1) To restructure presbyteries to make them larger (they cite the PC(USA) as a model here) 2) separate the resourcing and governance functions and 3) separate the governance into core and discretionary.  It also wants to see what functions can be shifted to the central office.

In other business before the Assembly there are three presbytery “proposals.”  This is the first year with this new terminology and format and this is what most of the rest of the Presbyterian world would call an “overture.”  The first is a “clean-up” proposal designed to adjust the brand new Book of Order so that ministers in other validated ministries, not just in parish ministry, would be properly represented as GA commissioners.  The second proposal also addresses the new Book of Order, but asks for dispute resolution for certain lesser problems to be available quickly at a lower level as opposed to the new, central procedure.  The third proposal asks that the legislation of General Assembly be communicated not just to the presbyteries but to the parish councils/sessions directly as well so that the church is better informed.  Regarding this last one, I don’t read this as a request that sessions as well as presbyteries need to approve any legislation that GA has to send down to the church as “special legislation.”  It is also an interesting request in light of the new commissioner structure where each parish is supposed to have a commissioner, elder or pastor, to GA.

In reading through the rest of the business most is fairly routine that you would expect at most Assemblies.  The Council of Assembly has some business related to capital funds that appears to be coordinated with the funding models of Press Go.

So, with two weeks to go it will be interesting what lead-up there is to the Assembly and what coverage and commentary is like during the meeting.  And I’ll keep poking around and see what is actually supposed to happen with presbytery reform and the Focal Identity Statement.

Possible legal challange to the PC Aotearoa New Zealand sexuality and leadership ban

News articles in the New Zealand press are beginning to talk about civil rights based legal challenges to the new leadership standards in the Presbyterian Church of Aotearoa New Zealand confirmed by last month’s General Assembly.  In summary, the New Zealand Human Rights Commission has been advised that religious groups are exempt from at least some civil rights laws.  A retired Presbyterian minister is advocating for reclassification of ministers as employees so they would fall under the civil rights laws but the denomination points out that ministers are not under contract and elders receive no pay.  Finally, the Human Rights Commission does say the religious exemption could be tested by a legal case if one is brought now that the GA has confirmed the rule.
